二、入学申请条件
1、具有禅城区户籍的适龄儿童或少年；
2、符合政策性借读条件之一，且在本区居住的非禅城区户籍的适龄儿童或少年；
3、通过积分取得入读禅城区公办学位资格的新市民子女。
注意：参加积分入学的学生无法被全部录取到公办学校！

信息采集是禅城区公办小学一年级新生入学报名的重要步骤，也是小学招生录取工作的重要环节，有意向在禅城区申请就读公办小学的适龄儿童都应参加新生入学报名信息采集。

五、公办小学的报名流程

户籍生
具有禅城区户籍的新生按照“人户一致，就近入学”的方式录取，主要采集户籍信息和房产信息。
户籍生分为“人户一致”和“人户不一致”两种情况。具有禅城区户籍的学生按以下顺序安排学位：
（一）“人户一致”户籍生的确认
新生与父（母）同一户籍，户主是新生父（母）或者（外）祖父（母）的，户主与房屋产权人一致并占有该房屋全部产权，户口簿地址与房屋产权证地址一致，符合上述情况的新生为人户一致。
（二）“人户不一致”户籍生的确认

不符合人户一致条件的新生属于人户不一致。人户不一致学生包含以下几种情况：
（1）人户分离
新生与父（母）同一户籍，新生父（母）为房屋产权证或购房合同的产权人并占有该房屋全部产权，房产地址与户口簿地址不一致，符合上述情况的新生为人户分离。人户分离按照房产地址统筹安排学位。
（2）拆迁户
澜石片区、仁寿寺片区和莲花路-升平路片区改造项目拆迁户，按其拆迁合同，选择安置房的，拆迁户子女可在原房产地址或所选的安置地址所属地段安排学位；选择货币补偿的，拆迁户子女可在拆迁前房产地址所属地段安排学位。其他情况由招生部门统筹安排学位。
（3）公共租赁住房户
租住房管局的公租房、廉租房和单位房的租住户，户主是新生父（母），新生和父母的户口簿地址与租住地址一致，提供房屋产权证明、居住时间满一年以上的相关证明，且该住房为新生及其父母的实际唯一居住地。
（4）不完全房产住户（指新生的父（母）只占有住房的部分产权），含以下几种情况：
第一，新生户籍所在房产产权人为新生父母和非直系亲属共有，新生父母占有该房产51%以上产权，该房屋是新生及其父母的实际唯一居住地。
第二，新生户籍所在房产产权人为新生祖父（母）和非直系亲属共有，新生祖父（母）占有该房产51%以上产权，该房屋是新生及其父母的实际唯一居住地。
第三，新生户籍所在房产产权人为新生祖父（母），祖父（母）已离世，产权人尚未变更或祖父（母）户籍不在该房产上，该房屋是新生及其父母的实际唯一居住地。
（5）挂靠户和集体户
新生户籍所在房产的产权人为非新生直系亲属的挂靠户和挂靠居委会或企事业单位的的集体户，该住房是新生与父母在禅城区的实际唯一居住地，提供房屋产权证明、能提供居住时间满一年以上的相关证明和居委会证明。
未达到以上“人户不一致”5类条件之一的学生，可安排在户籍地址所属地段以外的学校。
